{"id":31719,"date":"2016-10-21T17:10:15","date_gmt":"2016-10-21T16:10:15","guid":{"rendered":"http:\/\/www.climatechangenews.com\/?p=31719"},"modified":"2016-10-21T17:13:21","modified_gmt":"2016-10-21T16:13:21","slug":"renewables-undercut-new-coal-plants-in-south-africa","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2016\/10\/21\/renewables-undercut-new-coal-plants-in-south-africa\/","title":{"rendered":"Wind, solar costs undercut new coal plants in South Africa"},"content":{"rendered":"<p><strong>Wind and solar power is 40% cheaper than output from new coal plants in South Africa, according to the country\u2019s leading research institute.<\/strong><\/p>\n<p>Renewable costs have fallen dramatically over a series of auctions in the past five years, challenging coal utilities\u2019 dominance of the market.<\/p>\n<p>The Council for Scientific and Industrial Research <a href=\"http:\/\/www.ee.co.za\/wp-content\/uploads\/2016\/10\/New_Power_Generators_RSA-CSIR-14Oct2016.pdf\" target=\"_blank\">analysed<\/a> government and industry data from recent procurement rounds.<\/p>\n<p>It showed wind and solar PV prices dropping to 0.62 Rand\/kWh (US$0.044) in 2015. Coal came in at R1.03\/kWh from independent suppliers and R1.05-1.16\/kWh from state utility Eskom \u2013 not counting a proposed carbon tax.<\/p>\n<div id=\"attachment_31721\" style=\"width: 810px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-31721\" class=\"size-full wp-image-31721\" src=\"http:\/\/www.climatechangenews.com\/files\/2016\/10\/SA-power-costs.jpg\" alt=\"Comparison of power costs by CSIR\" width=\"800\" height=\"419\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2016\/10\/SA-power-costs.jpg 800w, https:\/\/cdn.climatechangenews.com\/files\/2016\/10\/SA-power-costs-300x157.jpg 300w, https:\/\/cdn.climatechangenews.com\/files\/2016\/10\/SA-power-costs-768x402.jpg 768w, https:\/\/cdn.climatechangenews.com\/files\/2016\/10\/SA-power-costs-600x314.jpg 600w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><p id=\"caption-attachment-31721\" class=\"wp-caption-text\">CSIR analysis of power generation cost data<\/p><\/div>\n<blockquote><p><a href=\"http:\/\/www.climatechangenews.com\/2015\/09\/25\/south-africa-targets-2025-emissions-peak-in-un-climate-plan\/\" target=\"_blank\"><strong>Report:<\/strong>\u00a0South Africa targets 2025 emissions peak in UN climate plan<\/a><\/p><\/blockquote>\n<p>South Africa\u2019s coal-heavy power mix puts it among the 20 highest emitting countries in the world, with energy demand only growing.<\/p>\n<p>It relies on the polluting fuel for nearly 90% of electricity, has another 8.7GW under construction and 5.8GW in the pre-build pipeline, according to <a href=\"http:\/\/endcoal.org\/tracker\/\" target=\"_blank\">Coal Swarm<\/a>.<\/p>\n<p>In its contribution to the Paris climate deal, South Africa <a href=\"http:\/\/www.climatechangenews.com\/2015\/09\/25\/south-africa-targets-2025-emissions-peak-in-un-climate-plan\/\" target=\"_blank\">pledged<\/a> to peak greenhouse gas emissions by 2025.<\/p>\n<p>Harald Winkler, director of energy research at the University of Cape Town, told Climate Home the pre-construction coal projects were incompatible with that\u00a0commitment.<\/p>\n<p>The government\u2019s preferred alternative is nuclear, with plans for a 9.6GW fleet by 2030, but critics say it is too expensive. A lack of transparency has fuelled suspicions\u00a0&#8211; officially denied &#8211; that Russia has already won the contract.<\/p>\n<blockquote><p><a href=\"http:\/\/www.climatechangenews.com\/newsletter-sign-up\/\" target=\"_blank\"><strong>Weekly briefing:<\/strong>\u00a0Sign up for your essential climate politics update<\/a><\/p><\/blockquote>\n<p>While data on nuclear costs is scarce, Winkler said 94% of his department\u2019s energy model runs showed atomic power would raise prices. \u201cWe think that is pretty compelling evidence that nuclear is not the least cost solution,\u201d he said.<\/p>\n<p>\u201cYou are building so much in one go and basically indebting the country. That doesn\u2019t seem wise.\u201d<\/p>\n<p>A renewables-only scenario is possible, but depends on concentrated solar power getting cheaper, his analysis shows. CSP provides flexible power that can back up intermittent wind and solar PV generation.<\/p>\n<p>The government is preparing a review of its electricity strategy, the <a href=\"http:\/\/www.dailymaverick.co.za\/article\/2016-10-18-comparative-analysis-the-cost-of-new-power-generation-in-south-africa\/#.WAoqreArLIW\" target=\"_blank\">Daily Maverick reports<\/a>, but
