{"id":22892,"date":"2015-06-18T17:02:33","date_gmt":"2015-06-18T16:02:33","guid":{"rendered":"http:\/\/www.rtcc.org\/?p=22892"},"modified":"2015-06-18T17:34:22","modified_gmt":"2015-06-18T16:34:22","slug":"uk-government-ordered-to-publish-censored-fracking-report","status":"publish","type":"post","link":"https:\/\/www.climatechangenews.com\/2015\/06\/18\/uk-government-ordered-to-publish-censored-fracking-report\/","title":{"rendered":"UK government ordered to publish censored fracking report"},"content":{"rendered":"<p><strong><span style=\"color: #888888;\">Transparency watchdog rules redacted study must be printed in full amid debate on shale gas ahead of Cuadrilla verdict<\/span><\/strong><\/p>\n<div id=\"attachment_22897\" style=\"width: 810px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-22897\" class=\"size-full wp-image-22897\" alt=\"Page 12 of the Defra report into fracking that the agency will now have to publish in full\" src=\"http:\/\/www.climatechangenews.com\/files\/2015\/06\/Redacted_800.jpg\" width=\"800\" height=\"450\" itemprop=\"image\" srcset=\"https:\/\/cdn.climatechangenews.com\/files\/2015\/06\/Redacted_800.jpg 800w, https:\/\/cdn.climatechangenews.com\/files\/2015\/06\/Redacted_800-112x63.jpg 112w, https:\/\/cdn.climatechangenews.com\/files\/2015\/06\/Redacted_800-300x168.jpg 300w, https:\/\/cdn.climatechangenews.com\/files\/2015\/06\/Redacted_800-600x337.jpg 600w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><p id=\"caption-attachment-22897\" class=\"wp-caption-text\">Page 12 of the Defra report into fracking that the agency will now have to publish in full<\/p><\/div>\n<p><strong>By <a href=\"https:\/\/twitter.com\/RTCC_Alex\" target=\"_blank\">Alex Pashley<\/a><\/strong><\/p>\n<p><strong>Ministers have been ordered to publish an uncensored version of a document assessing the impact of fracking on local communities.<\/strong><\/p>\n<p>The Information Commissioner Officer&#8217;s decision on Thursday came a week before a local authority delivers an anticipated verdict on an application by energy firm Cuadrilla to frack in Lancashire.<\/p>\n<p>In a <a href=\"https:\/\/ico.org.uk\/media\/action-weve-taken\/decision-notices\/2015\/1431897\/fer_0562043.pdf\" target=\"_blank\">ruling dated June 8<\/a> but only released today the Commissioner said there was a &#8220;strong public interest in understanding any\u00a0research conducted related to fracking, particularly on impacts that could affect the public.&#8221;<\/p>\n<p>Last year the Department for Environment, Food and Rural Affairs (DEFRA) published a <a href=\"https:\/\/www.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/408977\/RFI6751_Draft_Shale_Gas_Rural_economy_impact_paper.pdf\" target=\"_blank\">redacted version<\/a>, with 63 chunks of text missing, including on issues like how fracking would affect house prices, rural businesses, and local services.<\/p>\n<p>Greenpeace is urging DEFRA to make the full report available to Lancashire&#8217;s councillors before the decision.<\/p>\n<p>The government has vowed to kickstart shale gas extraction to create jobs and lessen Britain&#8217;s energy dependency. But critics say it is environmentally destructive and will run counter to the UK&#8217;s carbon-cutting obligations.<\/p>\n<p>The UK\u2019s governing Conservative party looks set to go it alone on fracking after the likely leaders of opposition Labour and Liberal Democrats called for drilling for shale gas to be stopped.<\/p>\n<p>The Scottish National party, which holds the third largest number of seats in the London Parliament, announced a moratorium on all fracking applications in January 2015.<\/p>\n<p>Scottish energy minister Fergus Ewing\u00a0said at the time he wanted to see a national debate on the technique, which involves injecting a mixture of water and chemicals into underground shale formations, which release gas after they are fractured.<\/p>\n<p>In February the Welsh government said it too would impose a moratorium on fracking.<\/p>\n<p>This week Lancashire country council authorised extraction firm Cuadrilla to explore for gas in two sites on the coast, with a final decision expected next week.<\/p>\n<p>The company had to abandon a previous attempt to explore in 2011, after drilling was linked to small earthquake tremors in Blackpool.<\/p>\n<p>A separate plan to frack for oil in the West Sussex village of Balcombe was abandoned in 2013 after sustained protests from villagers and green groups.<\/p>\n<p>In 2012 the Royal Society and Royal Academy of Engineering\u00a0<a href=\"http:\/\/www.bbc.co.uk\/news\/science-environment-18611647\">reported<\/a>\u00a0fracking was safe if stringent operating procedures were followed.<\/p>\n<p>&#8220;The government\u2019s stubborn refusal to publish this report in full is totally indefensible. By cherry-picking which evidence is released, ministers are misleading both the public and local councillors as to the real impacts of fracking,&#8221; said Greenpeace UK campaigner, Daisy Sands.<\/p>\n<p>\u201cLancashire authorities are about to make a decision that will have huge repercussions for the life of their communities. They should have access to all the evidence, not just the sanitised digest produced by the government,&#8221; she added.<\/p>\n<p>A Defra spokesperson said:\u00a0\u201cThe Information
