to extreme weather events linked to climate change, according to reports.<\/strong><\/p>\n<p>The news comes after parts of India and Pakistan were hit by extreme flooding, leaving 460 dead and thousands more homeless.<\/p>\n<p>\u201cWe want to understand the reasons behind such events and are also exploring international cooperation, as extreme weather events are inter-related with changes in climactic conditions in North Pole impacting the Indian monsoon,\u201d the <a href=\"http:\/\/www.newindianexpress.com\/nation\/Govt-to-Study-Extreme-Weather-Pattern-in-Country\/2014\/09\/11\/article2425570.ece\">New<\/a> <a href=\"http:\/\/www.newindianexpress.com\/nation\/Govt-to-Study-Extreme-Weather-Pattern-in-Country\/2014\/09\/11\/article2425570.ece\">Indian Express<\/a> quoted an official from the ministry of Earth sciences saying.<\/p>\n<p>But in echoes of <a href=\"http:\/\/www.climatechangenews.com\/2013\/06\/21\/climate-adaptation-planning-could-have-prevented-uttarakhand-deaths\/\">last year\u2019s catastrophic flooding in Uttarakhand<\/a>, critics have accused the Delhi administration of being underprepared for the heavy rains.<\/p>\n<p>In one case, soldiers in Jammu and Kashmir arriving with supplies were pelted with stones by flood victims furious at the slow response.<\/p>\n<p>Chandra Bhushan, deputy director general of the Delhi-based Centre for Science and Environment (CSE) said the scale of the crisis exposed the lack of climate adaptation planning at state level.<\/p>\n<p>\u201cThe Kashmir floods are a grim reminder that climate change is now hitting India harder,\u201d he said.<\/p>\n<p>\u201cIn the last 10 years, several extreme rainfall events have rocked the country, and this is the latest calamity in that series.\u201d<\/p>\n<p>Since 2005 severe floods have hit Mumbai, Andhra Pradesh, Bihar, Leh and Uttarakhand, leading to thousands of deaths and millions of dollars of damage.<\/p>\n<p>Research by the <a href=\"http:\/\/www.climatechangenews.com\/2013\/10\/16\/natural-disasters-making-poor-poorer-warn-odi\/\">London-based Overseas Development Institute<\/a> suggests natural hazards such as drought and flooding are likely to keep millions below the poverty line by 2030.<\/p>\n<p><strong>Planning<\/strong><\/p>\n<p>Officials at the Indian environment ministry say they have \u201cno opinion\u201d on the relationship between global warming and the rise in flooding, despite evidence the two are linked.<\/p>\n<p>The CSE says it is clear seasonal heavy rains are getting stronger, and have been exacerbated by unplanned developments along river banks and on flood plains.<\/p>\n<p>Earlier this year UN\u2019s IPCC climate science panel reported an \u201cincrease in extreme rainfall events\u201d across South Asia.<\/p>\n<p>\u201cAll models and all scenarios project an increase in both the mean and extreme precipitation in the Indian summer monsoon,\u201d <a href=\"http:\/\/ipcc-wg2.gov\/AR5\/images\/uploads\/WGIIAR5-Chap24_FGDall.pdf\">it said<\/a>.<\/p>\n<p>In 2011 a special <a href=\"http:\/\/ipcc-wg2.gov\/SREX\/\">SREX UN study<\/a> focused on managing risks from natural disasters concluded India was highly vulnerable to future climate impacts.<\/p>\n<p><strong>Response<\/strong><\/p>\n<p>The government says it plans to expand the country\u2019s network of forecasting stations, building nine extra radars in Himalayan cities by 2017.<\/p>\n<p>But it remains unclear whether the national government is willing to amend and enforce planning laws to make sure buildings and communities are better equipped to deal with intense events.<\/p>\n<p>Other key concerns include inadequate government regulation of land use, rising levels of deforestation and a <a href=\"http:\/\/www.climatechangenews.com\/2013\/07\/09\/poorly-planned-hydropower-plants-linked-to-north-india-floods\/\">proliferation of hydropower plants<\/a> in the Himalayas.<\/p>\n<p>Sunita Narain, director general of CSE, said the Modi administraion needed to integrate climate change into all future development and infrastructure plans.<\/p>\n<p>\u201cTo begin with, the Indian government must discard its ostrich-like policy and get out of its denial mode,\u201d she said.<\/p>\n<p>\u201cWe will have to see the linkages between climate change and the events
